Dr. Breyer is a pioneer in the introduction of IPD multi-party contracts into the German market. He is the author of the multi-party contract for the first major IPD project in Germany and by now numerous other multi-party contracts, which he also supervises during implementation. Dr. Breyer has further co-authored the research report “Alternative Contract Delivery Models for the Public Sector” on behalf of the German Federal Office for Building and Regional Planning.
